Winter Weather Advisory, *NOAA Issue Date: 3/26/2017 03:42:00 AM Winter Weather Advisory now in effect from 7 AM this morning to 4 PM PDT Monday ... * Timing Snow developing early this morning, with steady snow much of the day today. The snow may turn to rain for a few hours near the passes Sunday afternoon. Numerous snow showers are expected tonight and Monday. * Snow level Around 4000 feet today, briefly rising to 4500 to 5000 feet late this afternoon and evening, then lowering to 3000 feet overnight tonight and remaining near 3000 feet Monday. * Snow accumulations From 6 to 14 inches, highest above the passes at ski resort elevations. * Impacts Roads will become snow covered above the snow level and cause difficult driving conditions. Passes are most likely to be covered with snow later this morning and again late this evening through Monday. Precautionary/preparedness actions... A Winter Weather Advisory for snow means that periods of snow will cause primarily travel difficulties. Be prepared for snow covered roads and limited visibilities, and use caution while driving.

Flood Warning, *NOAA Issue Date: 3/23/2017 11:25:00 AM The National Weather Service in Boise has issued a * Flood warning for Rain and snowmelt in ... Northeastern Harney county in southeastern Oregon ... * Until 1115 AM PDT Monday * at 1121 AM PDT, emergency management officials reported flooding in in the Burns area along the silvies river. Flooding of Fields is occurring, and water has encroached on some roads and private properties. * The silvies river is expected to remain near its current level over the next few days Extensive flooding of Fields and low lying areas will continue, with additional potentially significant rainfall forecast this weekend. This additional rainfall may result in additional rises along the silvies river, along with additional local streams and creeks. Some roads may also become impacted by flooding. * Some locations that will experience flooding include Burns, Hines, and Burns paiute reservation. Precautionary/preparedness actions... Turn around, don`t drown when encountering flooded roads. Most flood deaths occur in vehicles.

Flood Warning, *NOAA Issue Date: 3/25/2017 12:59:00 PM The Flood Warning continues for the following rivers in Idaho and Oregon ... Boise river at Glenwood bridge affecting Ada and Canyon counties. Snake River near weiser affecting Washington and Malheur counties. . The u. S. Army corps of engineers increased the flow on the Boise river at Glenwood bridge to 8100 cfs late Friday. This action is part of a flood control effort prompted by the very deep snow pack in the mountains. Minor flooding in low areas near the river will continue. . The Snake River near weiser is expected to remain in minor flood through Tuesday evening, then recede below flood stage Tuesday night. The Flood Warning continues for the Snake River near weiser. * Until Tuesday Or until the warning is cancelled. * At 1:00 PM Saturday the stage was 12.3 feet. * Minor flooding is occurring and minor flooding is forecast flood stage is 12.0 feet. * Forecast The river will crest near 12.4 feet late today. The river will fall below flood stage Tuesday evening. * Impact At 12.0 feet ... Flooding of agricultural land near the river is likely in Malheur county, Oregon, and in Washington county, Idaho. The Flood Warning continues for the Columbia river at Vancouver. * At 2 pm Saturday the stage was ... 17.3 feet. * Flood stage is 16.0 feet. * Forecast This river will fluctuate between 17.2 and 17.6 feet through at least Wednesday. * Impact Above 17 feet, expect flooding of some lowland access roads, parking areas, and trails in the Portland and Vancouver area, including Sauvie Island and Vancouver Lake. HWY100, 7 miles West of Ainsworth State Park MP 15 - 18; Closure
Landslides have closed the Historic Columbia River Hwy in both directions from Bridal Veil to Multnomah Falls, use an alternate route., The Historic Columbia River Highway will remain closed until late in the week of March 27 while ODOT evaluates the risk of further slides. The road has been closed since March 15 between Multnomah Falls and Angel's Rest because of continuing slides near MP 16. Recent heavy rains have left the hillside unstable. The decision to re-open the road will depend on rainfall, the stability of the slope and the progress of repairs needed on a damaged culvert.

ORE224, Tong Road near Damascus MP 10 - 14; Closure with Detour
Trucks over 40 feet use WB detour at 211 to 26 to 212, EB detour use 212 to Amsigger to 224. Other vehicles use Tong to 232nd or 232nd to Tong., GSI mobilized on Monday, March 6. Contractors spent their first week setting up the site and digging drainage trenches. Early work also includes removing the soil that failed but still remains on the slope. Stabilization of the slope and drainage improvements will continue through March and April. It is possible that once the highway is safe to open, the contractor may complete tasks along side the highway. Seven slides in 16 days forced closure of the highway at Tong Road. The closure is needed to protect the public from future slides and to allow the contractor to conduct emergency repairs on the 70-foot hillside. The closure could be in place for several weeks while the emergency fix is designed, a contractor is chosen and the repairs made. Local residents will continue to have access to their homes. Here are details of the closure, which began February 23rd: Westbound traffic will be directed onto Southeast 232nd Drive Eastbound traffic will be directed onto Southeast Tong Road. In addition, signs warn travelers of the closure and advise trucks to take OR 212 as an alternate route. ODOT is working with Clackamas County and the property owners to put the emergency repairs in place. Record rainfall has apparently weakened the hillside and contributed to the recent slides. Starting Feb. 5, debris slides have caused closure of the road at that spot seven times. ODOT hydrologists and engineers are working to devise the necessary emergency repairs.

Contractors spent their first week setting up the site and digging drainage trenches. Early work also includes removing the soil that failed but still remains on the slope. Stabilization of the slope and drainage improvements will continue through March and April. It is possible that once the highway is safe to open, the contractor may complete tasks along side the highway. Seven slides in 16 days forced closure of the highway at Tong Road. The closure is needed to protect the public from future slides and to allow the contractor to conduct emergency repairs on the 70-foot hillside. The closure could be in place for several weeks while the emergency fix is designed, a contractor is chosen and the repairs made. Local residents will continue to have access to their homes. Here are details of the closure, which began February 23rd: Westbound traffic will be directed onto Southeast 232nd Drive Eastbound traffic will be directed onto Southeast Tong Road. In addition, signs warn travelers of the closure and advise trucks to take OR 212 as an alternate route. ODOT is working with Clackamas County and the property owners to put the emergency repairs in place. Record rainfall has apparently weakened the hillside and contributed to the recent slides. Starting Feb. 5, debris slides have caused closure of the road at that spot seven times. ODOT hydrologists and engineers are working to devise the necessary emergency repairs.

Comments: Tree falling operation, use caution. Beginning Wednesday, February 1, travelers in the area of U.S. 101 near Cannon Beach (mileposts 25-28), should expect delays of up to 20 minutes while a contractor working for the Oregon Department of Transportation (ODOT) falls and removes trees. Tree falling should be completed by March 31. This is a proactive attempt to manage a potential safety hazard caused by defective trees along U.S. 101. In addition, many of the trees shade the highway which can cause frosty and slick roads during the winter that are a danger to travelers. ODOT has identified and marked trees that are considered a danger to the 6,000 vehicles that travel this section of U.S. 101 daily. Many of these travelers are emergency responders, commuters, commercial traffic and need access to medical care,. ODOT foresters have worked closely with the state’s Scenic Byways Program to provide a visually aesthetic (treatment or thinning) plan that will leave enough desirable (larger) trees throughout the project to maintain a forested feeling within the highway view shed, while removing trees that could pose a hazard to travelers.

Comments: U.S. 101/OR6 Traffic Improvement Project in Tillamook Ramps Affected. U.S. 101/OR6 Traffic Improvement Project in Tillamook This project improves traffic operations and performance, and increases safety on U.S. 101 and OR 6 through downtown Tillamook and across Hoquarton Slough. The project will lengthen the U.S. 101 couplet to the Hoquarton Slough by extending Pacific Avenue north beyond 1st Street and replacing the existing slough bridge with a new four-lane bridge. The new bridge will be up to 5 feet higher than the existing bridge. The project will also widen the travel lanes on Main and Pacific Avenues from 1st to 4th Streets. Turn lanes will be added at key intersections through town. The project also improves the Hoquarton Interpretive Area, and adds gateway elements and downtown beautification. Construction will be occurring adjacent to the highway. Expect shoulder closures and night time work. Look for construction vehicles entering and leaving the highway. The project is expected to be completed in the fall of 2018.

Non-divisible loads exceeding these weights (up to Weight Table 5) may cross the bridge if they stop traffic/straddle the centerline and are the only vehicle on the bridge when crossing.
