Watch for roadside work crews and construction vehicles entering and exiting the travel lanes from the roadway shoulder and at the intersection of Franklin Boulevard and Jenkins Drive. Monday, May 13 through Wednesday, May 15, watch for overnight lane closures and alternating one-way traffic controlled by flaggers. Comments: Expect a lot of activity on the off ramp at south bound I 5 and west bound Beltline. Watch for trucks. Observe speed reductions. Use caution There will be a lot of activity on the off-ramp between SB I5 and WB Beltline as well as the median of I-5. Look for trucks entering and exiting the roadway and advance signing. A speed limit reduction to 35 MPH is now in effect on Beltline. A speed limit reduction to 50 MPH is now in effect for I-5 through the construction zone. On May 22 and 23, the EB Beltline to SB I5 ramp will be closed between 8pm and 5:30am. Use the posted detour route. Project Summary: This project will rebuild the interchange at Interstate 5 and Randy Pape’ Beltline Highway to meet modern design and safety standards. State funds from the Jobs and Transportation Act will build: - A new I-5 southbound to westbound Beltline off-ramp. - A new I-5 southbound to eastbound Beltline off-ramp. - A new westbound Beltline to southbound I-5 on-ramp - A new Beltline Bridge over I-5 - And base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. The path will open upon completion of Unit 4 scheduled to be constructed in 2016. This is a two year project. Construction of Unit 3 is scheduled to be completed by November 2014.

Comments: The posted speed limit has been reduced to 35 on the Beltline bridge and 50 on Interstate 5 near the interchange due to construction work zone. New, lower speed limits have been implemented on the Randy Papé Beltline bridge over Interstate 5, and on I-5 beneath the bridge where construction has begun on a two-year project to improve the I-5/Beltline interchange. Beginning Wednesday, April 17, 2013, the posted, enforceable speed limit on the Beltline bridge over I-5 will be 35 miles per hour. The speed limit on I-5 near the interchange will be reduced to 50 miles per hour. The speed limit reductions will be enforced until the project is completed in fall of 2014. The speed limit reductions are intended to improve work zone safety for all highway users and construction workers. From 2007 through 2011 in Oregon, 53 people died and more than 2,200 were injured in work zone crashes. The majority of people injured or killed in these crashes were drivers, passengers or pedestrians, not workers. The single biggest factor in crashes is driver inattention; that’s why orange cones, variable message signs and other tools are used to alert motorists. The other major contributing factor is speed, which is why work zones often require lower speed limits. National Work Zone Awareness Week is April 16-19. Detours will use other, near-by ramps. - Effective Thursday night, May 16 and Friday morning, May 17 the on-ramp from SB Delta Hwy/Green Acres Road to Beltline westbound will be closed between the hours of 8 PM & 6 AM. The closure is necessary to facilitate a grinding and paving project on the ramp. When closed, traffic should travel SB on Delta Hwy., enter eastbound Beltline, take Coburg Rd exit, cross under the highway and re-enter westbound Beltline. - Effective Friday night, May 17, and Saturday morning, May 18, the on-ramp from River Rd to Beltline eastbound will be closed between the hours of Midnight & 6 AM. The closure is necessary to facilitate a grinding and paving project on the ramp. When closed, traffic should enter westbound Beltline, take NW Expressway exit, cross under the highway and re-enter eastbound Beltline. Note: This work is weather dependent. Should adverse weather cancel the project, it will be rescheduled to the next suitable time. Summary: This project adds ramp meters at various exits that access the Randy Papé Beltline in Eugene. The eastbound on-ramp at the River Road exit will also be widened. Safety features such as striping, guardrails, and concrete barrier will also be installed or modified. Ramp meters will be installed at the following locations: Eastbound On Ramps at River Road and River Avenue; Westbound On Ramps at Green Acres and Coburg Road. Construction is scheduled to be completed by June 30, 2013. Motorists should anticipate single night ramp closures, lane closures, and shoulder closures, flaggers controlling traffic, and construction vehicles entering and leaving the roadway at the four ramp meter locations. Motorists are encouraged to travel safely through the areas and respect the direction given by flaggers.
